LIMS User Guide
What is LIMS?
The Land Information Management System (LIMS) is a master list of properties which fall within the jurisdiction of a specific municipality, and is used for the managing and maintaining of this list. It is an extension of the municipal billing system where the focus is on property information. It is a central interface from which all property-related information, and (optionally) documentation can be viewed and managed by users.
If deeds transfer information is loaded into the system it provides a history of property ownership. It can be integrated with Town Planning for the viewing and management of Town Planning functions. It can serve as a Valuation Roll Management System (VRMS). It can be scaled to include Building Control. It can integrate with the municipal GIS department to display the geospatial location, and related information, of a property, and facilitate spatial analysis based on aforementioned information. If the relevant parameters have been populated, it can perform CAMA (Computer Assisted Mass Appraisal).
LIMS automatically tracks the lifecycle of properties. It has the potential to pass property information and tasks between multiple municipal departments, should these integrations be in place.
